If you select the 'Handling Charges Made' box (at the top of the 'Shipping and Handling' tab) it will activate the fields within the Handling tab. This allows you to assign a standard handling charge to each order, and also gives you the option to charge handling as a percentage of the shipping charge.
The first thing you need to do is select a tax status to apply to the handling charge:

The handling charge will incur this tax when ordered. Customers online can be exempted from paying this tax, either automatically based on their location, or manually by selecting a box. For more information, go to Setting Up Tax. |

The handling charge incurs the tax, but at a rate of 0.00% |
Exempt |
The handling charge is exempt from this tax. |
Custom |
This option allows you to enter the amount of tax to be charged as an actual cost, rather than as a percentage of the shipping charge. You can enter this charge in the 'Custom Tax' box to the right when it becomes active. |
Handling charges are set up within the 'Handling' tab:

It is possible to charge a specific amount for handling for individual products.
To do this, enter a value in the 'Handling Supplement' field within the 'Details' tab of a product.
